Resilience Indices for Smart City Utility Telemetry Networks

Resilient communication infrastructures are needed to enable the continuous monitoring of smart city utility telemetry networks in the face of cyber-physical failures, congestion and dynamics in the way operations are conducted. In this paper, a composite resilience index framework is proposed that combines graph-theoretic modelling, fault propagation analysis, cyber-physical dependency structure modelling and machine learning-based anomaly detection to enable smart city telemetry systems to be resilient. This framework uses adjacency matrices for reliability assessment, robustness indices and shortest-path optimization for latency stability and failure recovery to measure the efficiency, and coupled failure interaction modelling to assess data integrity. Lots of simulations are conducted with various traffic loads, node failures, and cyber attack load and show significant performance improvements. The proposed model has a reliability of 92.8%, recovery efficiency of 88.7% and a degree of resilience of 91.1%, better than traditional approaches. Within this framework, the adaptive management of infrastructure, the ability to assess its resilience at scale and the intelligence of smart city operations are supported.
