From BIM Level 2 to AI-Ready Infrastructure: The UK Digital Built Environment Challenge and the Role of Enterprise Architecture

The United Kingdom has been a global leader in Building Information Modelling (BIM) adoption, establishing BIM Level 2 as the foundation for collaborative information management across the built environment. Mandated for publicly funded projects in 2016, this framework introduced the Common Data Environment (CDE), structured information exchange, and lifecycle information management principles that were later formalised through ISO 19650. However, the transition from BIM implementation to intelligent infrastructure remains incomplete. The current challenge is no longer creating digital models, but transforming fragmented information environments into trusted, connected, lifecycle-based digital ecosystems capable of supporting Digital Twins, Artificial Intelligence (AI), and autonomous decision-making. This paper analyses the evolution from BIM Level 2 toward BIM Level 3 concepts, Digital Twins, and AI-ready infrastructure. It identifies key challenges including information quality, interoperability between BIM/GIS/EAM/ERP systems, lifecycle data continuity, and IT/Operational Technology (OT) convergence. Drawing on the author's previous research on BIM-GIS integration in the Digital Economy, combined with practical experience in enterprise architecture, telecommunications, and lifecycle management, this paper proposes that Enterprise Architecture provides the missing integration layer between BIM, Digital Twins, operational systems, and AI platforms. The future of BIM is not simply better modelling. It is the creation of intelligent infrastructure ecosystems.
