A concept white paper on exploring Mars through a coordinated fleet of robotic avatars commanded from Earth at the level of goals rather than movements. The one-way signal delay of 4–22 minutes is treated as a design condition: the operator transmits goals and onboard autonomy determines how to achieve them. The paper's narrow contribution is the coordination layer above a single vehicle — a five-layer Mission AI reference architecture with a goal-package protocol, graduated decision classes, a degradation hierarchy, and measurable quality metrics — together with an explicit treatment of the limits of that approach, in particular the boundary of the modelled fault space.
