The 2050 Permission Rush and The Breathable Deadline: Machine Abundance, Embodied Permission, and the Constitutional Timing of Lunar Public Order

This record presents two companion working papers: 1. The 2050 Permission Rush: Machine Abundance, Lunar Infrastructure and the Contested Permission Layer — version 0.4 This paper develops a cross-domain theory of permission in an economy increasingly shaped by embodied artificial intelligence. It distinguishes open intelligence from open physical action and argues that certification, liability, insurance, infrastructure access and institutional recognition may form a comparatively persistent closure bundle around embodied deployment. It examines Robot-as-a-Service, machine labour, hollow human oversight, non-wage distribution, engineering enclosure and anticipatory governance. 2. The Breathable Deadline: Why Lunar Public Safeguards Must Begin Before the Moon Can Breathe Without Earth — version 0.5 This companion paper applies the permission framework to lunar settlement. It maps public safeguards to successive stages of breathable, mobility, maintenance, financial and political autonomy. It proposes Minimum Independent Survival Capacity as a performance-based occupancy rule and examines how minimum civil protections, emergency interoperability, common-carrier duties and independent public authority might be established before commercial dependency hardens into private government. The papers are speculative institutional scenario analyses. All companies, operators, consortia and authorities described are hypothetical composites identified only by function. The record makes no allegation concerning the conduct, intentions or future plans of any existing person or organisation. Dates and quantities are order-of-magnitude scenario assumptions. The papers do not constitute legal, engineering, financial or investment advice. Both papers were developed through iterative conceptual analysis, adversarial review and explicit falsification conditions.
