Prim-Lex Theory and Humanoid Robot Governance: From Labor Substitution to Human-Robot Civilization

In 2026, humanoid robots are transitioning from laboratories to factories and households. Tesla Optimus announced the official start of mass production by the end of 2026, with a long-term annual production capacity target of 1 million units at the Fremont factory; Figure AI plans to achieve an annual production capacity of 12,000 units in 2026; Unitree Robotics shipped over 5,500 units in 2025, ranking first globally, and as of May 2026, the G1 humanoid robot had cumulatively rolled off the production line reaching approximately 11,000 units. However, the large-scale deployment of humanoid robots faces multiple governance challenges including labor substitution, safety standards, ethical boundaries, and liability determination. Based on the eight-dimensional framework of Prim-Lex Theory (Economic Climatology)——Prim-Unity·Prim-Fire (energy consumption and metabolic efficiency of humanoid robots), Two Principles·Yin-Yang (dynamic balance between human-robot collaboration and substitution), Three Realms·GC⁴A (cross-scale integration from laboratory to factory to household to society), Four Phenomena·Four Colors (four-phase differentiated governance across the humanoid robot lifecycle), Five Elements·Five Models (coupling of energy deficit, phase-transition early warning, spatial zoning, computational balance sheet, and systemic resilience), Six Dimensions·Six Directions (six-dimensional order of human-robot integrated spaces), Seven Luminaires·Seven Rhythms (synchronization between humanoid robot iteration cycles and social adaptation cycles), and Eight Trigrams·Eight Information (entropy governance of human-robot interaction information networks)——this paper constructs, for the first time, an eight-dimensional quantitative assessment system for humanoid robot governance. It elaborates, dimension by dimension, the calculation principles, mathematical formulas, parameter meanings, and data sources. Using three empirical anchors——Tesla Optimus mass production, China's first humanoid robot standards system release, and the EU AI Act's compliance requirements for humanoid robots——this paper demonstrates the application pathway of the eight-dimensional framework in identifying "phase differences" and "critical windows" in humanoid robot governance, providing a quantifiable, programmable, and auditable mathematical language and governance tool for the transition of global humanoid robot governance from "fragmented response" to "human-robot civilization coherent state."
